（1）資格要求 Requirements for Qualification of Bidder A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B. 投標人應為質譜分析儀的制造廠商（包括制造廠商所在集團內負責銷售的公司）或乙烯裝置質譜分析儀系統集成商。如投標人為乙烯裝置質譜分析儀系統集成商，須取得質譜分析儀的制造廠商的唯一授權。如果投標人是制造廠商所在集團內負責銷售的公司，投標人應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。The bidder shall be the manufacturer of the mass-spectrometry analyzers (including the sales company within the same group as the manufacturer of bid goods) or system integrators of mass-spectrometry analyzers for ethylene plants. If the bidder is an integrator of the mass-spectrometry analyzer system for the ethylene plant, it must obtain the sole authorization from the manufacturer of the mass-spectrometry analyzer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods. （2）資質要求Qualification requirement:投標人必須提供所供防爆電子式儀表的國家授權防爆認證機構頒發的《產品防爆合格證》。國家授權防爆認證機構也包括由國家認證認可監督管理委員會授權的國際權威認證機構，如：NEPSI、CQST、PCEC、IECEx、ATEX。Bidders must provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification institution for the explosion-proof electronic instruments they supply. National authorized explosion-proof certification bodies also include international authoritative certification bodies authorized by the Certification and Accreditation Administration of the People's Republic of China, such as NEPSI、CQST、PCEC、IECEx、ATEX.
